Customs revenue contributes a lot in total revenue structure of Nepal. Its contribution is 21% among total collected revenue and 26% in total tax revenue. Customs can facilitate a lot to enhance foreign trade of Nepal. Simplicity, transparency, efficiency and clarity are some of the tools that can enable customs to play supportive role to facilitate international trade.
It is in this background that Customs Administration of Nepal observed the year 2005/2006 as the Year of Customs Modernization with the slogan "Customs Services toward Trade Facilitation". Since FY 2003/04, we initiated reforms agenda through the adoption of the newer technologies to implement the Three Years Customs Modernization Plan that ended in the year 2006. We experienced positive impact of modernization plan on overall customs administration of Nepal.
The implementation of reform process has significantly improved overall integrity of the Customs administration. As a step towards modernization actual transaction value in Customs clearance has been assured. ASYCUDA system has been extended to three more customs offices, passenger clearance procedures have been simplified, and valuation database has been created.
After successful implementation of first phase of customs modernization plan, government has introduced second phase in 2006. Therefore, I would like to reiterate my commitment for further promotion and facilitation of foreign trade. Finally, I would like to express my sincere appreciation to the concerned organizations of Government of Nepal, bilateral and multilateral donors for their cooperation and contribution to enhance the effectiveness and dignity of Nepalese Customs Administration and wish of such mutual cooperation will be further strengthened in the years to come.
Last but not least customs administration of Nepal is grateful to the private sector for their contribution to meet the revenue target and excellent cooperation to us. I hope this cooperation will further increase in future and they will cooperate to maintain dignity and integrity in Customs Administration and meet the revenue target.
